A century from now, Japan has collapsed under simultaneous radiation contamination, megaquake, and the implosion of national government, and the surviving prefectures have reorganized into three rival nations. Aoteru Misumi was a junior agricultural-affairs officer in the prefectural office when the collapse hit, and he is now the most quoted strategist in the western republic — partly because of his policy-paper reasoning and partly because, unlike the warlords currently running the other two nations, he has read the right books. The series follows his rise from regional adviser to the architect of a reunification campaign nobody has yet realized he is running.
