Summary :
This Anime is a story about a villain from an old anime called the Zettai Karen Children, His name is Kyousuke Hyoubu, I immediately fell in love with his compassion for espers suffering harsh life in the prison system and military industrial complex, He reminds me of professor Xavier from x men but with more Esper abilities, its kinda like Xavier and Magneto in one, so that makes him very dangerous for the heroes in zettai karen.
this anime is very interesting because it explores the backstory of this dangerous dark villain, and im a big fan of good villains, so i would say hyoubu is definitely one of them and the anime provides a in-depth history to the politics of espers and his life
Animation :
The animation is good, it encompasses the characters very well, and shows viewers the action of cool esper abilities.
Music :
10/10 opening theme, i thought it had some sexy bass, and rock in it, it captures hyoubu's boomer generation of black leather, and rock
7/10 background music.
Character story : SPOILERS WARNING
Hyoubu is definitely one OP villain however in this anime, we also see their weakness's and humanity despite hyoubu's dark nature
He gets a companion in this series, and the companion friendship is quite deep in this anime, because it transcends the political correct faction of the protagonist and companion rival to do what is right, for the esper cause.in the later episodes

The interesting thing in this anime is that, it also captured some situations of a monarch's life being in danger of getting involved with the politics of espers in the human world, in this anime, we see something interesting about how diplomacy works with hyoubu's Pandora and the japan intelligence faction.
With out Pandora's intervention, there may have been another Princess Diana scandal. which shows that this anime is quite good in emphasizing over political espionage

The later episodes also goes on to explore hyoubu's young past, before he joined japans esper intelligence team in the military
