I've never watched an entire Precure series while broadcasting, I tried with Star Twinkle and Healin Good but somehow I didn't get hooked on them. However, Tropical Rouge felt different.
It starts like you would expect: the main character, Manatsu, just moved from the small Minamino Island to Aozora City, suddenly gains magical Precure powers in order to fight bad guys, and after a while she finds new friends. The one who gives Manatsu her new powers is not the usual fairy, but a mermaid, Laura Apollodoros Hyginus La Mer (call her just "Laura"): she's the daughter of the Grand Ocean's queen, sent in order to find new Precures to set free her kingdom from the evil Witch of Delay.
Manatsu is the classic energic girl... maybe too energic. I personally loved her, always willing to try her best, always smiling and having fun, but I understand that someone could find her annoying from time to time. Her friends are stereotyped as well: Sango is a cutie who loves cosmetic and beauty stuff like that; Minori is the shy one, she loves reading and writing stories; Asuka is the athletic one, she's really good at playing tennis; last but not least, Laura La Mer, a narcissistic mermaid who always thinks about becoming a future queen. And then there's Kururun.

This bizarre team somehow works incredibly well together, because most of the episodes are lighthearted and funny, leaving little room for deeper scenes and plot development. I must say, this choice fits perfectly the series' setting: Aozora City, a colorful and lively city with lot of "tropical" traditions and stuff (just watch the opening and you'll get the entire series' mood).

There are some issues here and there, e.g. there's too much focus on Laura and Manatsu while the others get less space, and some episodes are simply way too stupid, but nothing really unbearable.
About the animation itself: henshins and special attack are truly satisfying to watch, I could easily watch them all day long, and from time to time we got episodes with some really smooth and cool cuts, but this show overall doesn't really shine, we're far from something solid like Heartcatch.
So most of the episodes aren't masterpiece or anything and probably Tropical Rouge Precure isn't the best series to binge watch, but I always looked forward watching that one episode every Sunday. I'm totally biased here but if you love goofy characters and silly series (and of course Precure) just like I do, you'll totally want to check Tropical Rouge out.
