Iori Kitahara moves to the coastal city of Izu for college and into a room above the diving shop Grand Blue, run by his uncle. The shop's regulars are the marine-sciences-club upperclassmen, who within twenty minutes of meeting Iori have him stripped, drunk, and committed to a pact of brotherhood. He does eventually go diving. He also spends an unprecedented amount of his college career as the subject of slowly worsening dares, and the show wrings most of its comedy from the gap between the diving manga it almost is and the alcohol-soaked friendship drama it actually is.
